In light of this development, Edogawa City (Japan) took the initiative to hold the 1st Summit of World Zero Meter Cities in 2008, inviting representatives of zero meter cities in the world to come together under one roof and discuss possible adaption strategies. The 2nd summit was held in the province of South-Holland (the Netherlands).
Taipei City, the capital of Taiwan, is situated on the Taipei Basin. The basin is located in the northern tip of Taiwan and surrounded by mountains on three sides (east, south, and west). With its close proximity to the sea, the rivers in Taipei are affected by the rise and fall of the ocean’s tides.
Given the city's surroundings and its vulnerability to overflowing rivers, Taipei City Government has a vested interest in researching issues such as integrated flood control, conducting various studies on impacts and adaptation measures for reference on coping with flooding, high-tide damage, and so on.
Taipei City Government will be hosting the third Summit of World Zero Meter Cities, taking place between November 30 and December 2, 2011.
This summit features diverse activities, including a one-day workshop (December 1) and a two-day field visit (November 30 and December 2). The keynote speech and lectures, breakout sessions, as well as interesting sightseeing and field trips, are also integrated into the program.
The purpose of the conference is to bring together experts, scholars and officials from major zero-meter cities around the world to exchange views on how to strengthen and improve our capabilities regarding responses to drastic weather and to develop strategies for mitigating hazards of rising sea level and flooding due to climate change. Under the main theme 'zero-meter cities', extended topics include flood control, flood management, sustainable development and waterfront recreation.
